I have exactly the same issue, and my modlist does not include any of yours apart from the USKPs and SkyUI (so we can rule a mod problem) I extensively searched on google for the problem, and every now and then someone experienced it. Someone knows how to solve it? It actually seems there's some sort of "cap" on floating markers: they start loading in random order and when they reach this cap they don't load anymore But that's just a theory that reproduces my observations :D
