OK, I tried setting the bInvalidateOlderFiles=0 to 1, but I can't. I found it, I made it 1, but when I tried to save it it said it couldn't create the file.

That worked, thank you. However, is there a way for my game to stop lagging when I go into the Megaton Armory? I have Ahztek's Megaton Armory mod that has all of his weapons in it, but whenever I walk in there I have extreme lag since there are many different weapons.

OK, so I just got Fallout 3 for PC a few days ago. I got some mods, but when I downloaded weapons they all looked like they do in the picture. I was told to extract files to the data folder (I did) and use FOMM package thing (Again, I did) and I tried playing, but got these odd looking guns. Basically, the weapons look messed up, and I'm not sure why. I don't play PC games much (This being the first I've used mods for) so I have no idea what to do. This is probably a simple question, but I'm a total noob at PC modding.
