I found the solution : Show quivers on horse back is the problem because it's modifies the arrows and quivers of the original TES I think, not sure though but it's solved.

Yes, that's the problem. NPCs have no arrows on a bow when shooting. So when they're taking a shot, there's no shots. Any idea how this thing happened? And what is your suggestion for this mess? Please help. Because it's annoying.

I found the problem now, it's Duke Patricks - Actors Can Miss Now.esp. When I deactivate it, the bug is no more exists. But thanks by the way for the advices.

When I recruit a companion from this mod and try to enter the Imperial City, it crashes. Any idea? Because I have no idea about it. I used Better Cities mod too. I assume this may help in the process of problem solving. If the problem is solved, it would be great. Thank you.

I've had the same problem once, I felt sick of it. But the way to solve it is to uninstall the game and play a new character, works for me though. Otherwise I don't know.
