I can't kill him in console, nothing happens. He dies if I 'killall' but the quest doesn't recognize his death. Any ideas?

I've got to the point where I have to kill General Oliver while assaulting the Dam for Caesar's Legion. I've killed all Oliver's guards but he cannot take any damage whatsoever. Anyone know why? I've tried uninstalling my mods and I've even re installed my game, but I'm a noob with modding so how should I go around deleting my mods? After the re-installation some mods are still present even though I have deactivated them all. For instance, I cannot see my pipboy, I just see my forearm. I used this mod for my pipboy: http://www.nexusmods...as/mods/36646/? Any help is appreciated, thanks!
