The reason that the stutter remover does this is because it has a built-in fps cap. To fix, go to the .ini file for the stutter remover in the plugin folder, which is in the fose folder, in the data folder of your fallout 3 folder. Then at the top it says bManagefps =1. Change that to 0 to uncap the frame rate. Or you can leave it at one and set your own frame rate just below it in FPS management section. Hope this helps.
