OP, I suggest you try emptying your temp folder (Documents/Bioware/Dragon Age/temp), I just did and it appears to have fixed the problem!

I have this exact same problem! With the bartender in Lothering and with Bodahn! I don't want to take pleasure in your suffering but I'm glad I'm not the only one haha. I've tried emptying out my mods folder and repairing the game but no dice, it still happens :/ I'm not sure what could be causing it.
