For someone into the future, that might have a problem with the BundledPlugins folder being corrupted. I just had this issue. Used Vortex and an hour later after working on my mod tried to reopen Vortex and it was corrupted. Reinstalling it didn't work. Restarting pc didn't work. Checked the vortex.log and saw an a lot of errors with BundledPlugins in the Vortex Folder. Uninstalled Vortex again and saw that a folder remained within the installation folder. The folder was resources/app.asar.unpacked/BundledPlugins. I couldn't open the folder as it was corrupted and I couldn't delete it. Taking ownership of the folder didn't help, deleting it through cmd didn't help. So what I did was, that remaining corrupted folder in the Vortex installation folder, I created an archive using 7zip and when the window pops up select delete files after archiving. Then delete the archive. Then you get a clean install and the lingering corrupted files are gone and Vortex will work again like before.
