I actually had it installed on the F drive first. I used NMM, and when I added a new mod, I went to FNIS like I usually do and now have this problem. But ok, I shall install it. Thanks for the help.
I have tried installing with NMM, MO2, and manual in my F drive. I thought it was the Fdrive at first so I moved it back to c drive and it proved to give the same result, error 5.
