Is there a way to keep him still without using building a bar?

I've been looking for a way to make Buddy stand still in my settlement, but I haven't found any reliable methods that work. Unless I'm doing something wrong, consoling "tai" just turns him off and he becomes a lifeless statue that I am unable to interact with until I "tai" him again. Would it be possible to make a craftable floor mat (accessible via the workshop menu) that you could assign him to?
