I just tried the link to microsoft fix and it isn't working still

So I am getting the following vortex error. I have tried adding it as an exclusion to my antivirus and then reinstall but still getting the error. Can anyone help me figure this out?

Hello, two days ago I had to reinstall but when I went into smapi and kept getting notified of the missing mods I know I had before the reinstall and went to look for them I couldn't find them. one being PPJA artisan machine goods which is needed to run my artisan valley and other ppja artisan apps. Is there any way we can remedy this if I tell you all the missing ones? Cause I want to be able to play the Stardew I had initially set up.
