Armor won't unequip

No. In the Pip-boy I will have no armor equipped, however visually it remains equipped. And no script is used. I've tried picking it up from inside a container, and from dragging and dropping. -
I am attempting to make a body addon for my armor (a chest rig that goes overtop the armor). When the chest rig is equipped, then unequipped, the chest rig will remain on the body of the character. How can I fix this? I have previously made armor addons and had no issue, so I am stumped. Any help would be appreciated, thanks
