RUSSIA - A land scarred by the Wars of past
Doc Martiney replied to nofear88's topic in Fallout New Vegas's Mod Ideas
Playing two sides against each other could be difficult and dangerous, if you don't know how to deal with the victor in this struggle - will he be exhausted or strenghtened by treats of war and infuriated. I guess the neutrality described in the wiki was a lost two-timing game to the Russians or a very delicate equilibrium of neutrality which ultimately failed. I could think the leaders couldn't keep their integrity and were unable to choose a side until it were too late and the War flamed on the Russian soil. Or someone gave a push and backstabbed one of their "allies", only to draw the nuclear scorn, presumably from Americans. And then, packages were quickly dealt out and everyone who could apologise for a misunderstanding were burnt to ashes or buried alive. You're right. A such movement couldn't emerge from nothing without a cause, after such a long time and that's what i meant with asiatic-looking "mongolian" Tsarists. The Chinese could've arranged it to weaken Russia from inside. Spy networks, movements, guerilla know-how... KGB must be blind or the Chinese must be really good at infiltration in this case - must've been a really long-termed operation with sleeper agents in local communities. So, the objective they had is to force Russia into an alliance by diseasing and curing. Sure. I can even imagine a faction consisting of someone of "Imperial heritage" and a quest to revealing the Chinese origin of them. Or maybe give the faction a moral ambiguity - let's say the origin is a lie, but the cause is good, in a way a monarchistic patriot could see it fit. I've got my source about Elkon from here: http://translate.google.com/translate?sl=ru&tl=en&u=http%3A%2F%2Fru.wikipedia.org%2Fwiki%2F%25D0%25AD%25D0%25BB%25D1%258C%25D0%25BA%25D0%25BE%25D0%25BD%25D1%2581%25D0%25BA%25D0%25B0%25D1%258F_%25D0%25B3%25D1%2580%25D1%2583%25D0%25BF%25D0%25BF%25D0%25B0_%25D0%25BC%25D0%25B5%25D1%2581%25D1%2582%25D0%25BE%25D1%2580%25D0%25BE%25D0%25B6%25D0%25B4%25D0%25B5%25D0%25BD%25D0%25B8%25D0%25B9 About Natasha: my fault, i called her in diminuitive form of Natalia, the female player character in FO1. But as your see, the Russia-US-China was indeed a delicate "love triangle" and God knows what could've happen if it were tilted the wrong way. Oh, and Jeoshua: well, yeah, the Uranium is the new gas of Fallout, used for cars, weaponry, batteries, mainly as power source, so it will be a delicious piece for Chinese industry, even if there's not any industry left in the nuclear ashes. Unless it's being rebuilt. By Shi, for example? As for the resistance with misdirection... Well, wouldn't it be ironic, if the former Chinese sleepers were actually grown tired of their misguided ideals? ;) And the Buryat tribes could've really biased against their role in revolution, since they've already played a significant part in The War generations ago, with Chinese sleepers in their ranks. But alas, the opinions about this "glorious past" could be also split inside the tribes... Ones would crave for it and the other will see it as a danger. Please excuse me, it's late night over here, some typos or logic errors may have crept in... -
There's also a more cheaper, easier method to add trains in-game, which however lacks realistic train animations. One adds several trains all around the Mojave, each one with a door that leads to the train interior space where you can store your items. So there's still a problem of switching doors in G.E.C.K., that should "teleport" you to different places (places where the train is supposed to be) and, if you don't want the train suspiciously following you around Mojave, make the train only visible where you left him.

Ever heard of Molten Clouds project? I heard they need mappers and modelers, too. http://moltenclouds.com/index.php?showtopic=63 Also, do anyone want to contribute a good stucci texture?

RUSSIA - A land scarred by the Wars of past

That sounds like Russians ducked before both big boys on the block and finally got caught in crossfire. Well, if Soviets choked out that Sino-Soviet (and some, teeth-grinding other) "incidents", because they didn't want to deliver casus belli to Chinese (being weak at that moment due fracturing and attacks from outside), what caused irritation in the Red Army personnel based near the Chinese borders. The Chinese could've literally picked on them to cause distress. And let's imagine China proposed another offer Russia can't withstand - allow access to Lena bassin - the secondbiggest oil/gas field and quite a third of Siberia in exchange for stationing "military support" against, let's say, resurfaced White Guardians, the Tsarist army, which appear in the middle of Siberia, consist of large amounts of asiatic-looking (!)Mongols and weaken the Soviet forces with guerilla tactics. In addition, the Soviets withdrew their most forces to strenghten the defences around the capitals beyond Ural and their largest stock of crude and gas, the Westsiberian oil fields, just in east of Ural. At the same time, Soviets are antsy about their confirmed, but yet unclaimed Elkon Uranium Stock in Yakutia, in very East, just north of Lena bassin, near the Bering sea. What lies behind the Bering Sea? Anchorage. Americans. They'll liberate the hell out of you and take your uranium. :D So, it's a lose/lose situation for Soviets - either the Chinese get what they want by invading it (and they did, all the way to Anchorage) or the Americans come over the pond. So what do you think, why did Natasha's grandfather, the Soviet consul, did come over to US? "Come over and help us out with that pesky Chinese but don't touch these territories"? -
Isn't there the Gauss rifle already there? I mean, electromagnetic projectile accelerator. Excuse me for offtopic, but is there already a RailRoad Gun in New Vegas imported from F3?

If i may correct: the wagon isn't a single NPC. Look at it as a litter, carried by multiple NPCs, each single one follow the terrain individually, while constrained to themselves by the litter itself. 4 NPCs are placed as 4 wheels in one carriage - they are followed by the second carriage and are bound together by the wagon. To make the wagon rotate correctly, it's made as a weapon model, which is equipped on one of the invisible wheel NPCs in the back. Technically, it's two NPCs running behind each other/maintaining same speed and path (running in formation). The NPC in the back (back wheel) keeps his "weapon" (the wagon model) trained on the front NPC (front wheel). Unfortunately, i can't develop this idea, because german NewVegas doesn't allow advanced scripting. I could deliver the graphic materials, like models, though, if someone want to script it. It also could be applied to every other vehicle, which is supposed to follow the terrain correctly. (car) Then, the car could have 5 NPC, 4 on the edges for collisions and one in the middle to train its weapon with a model of a car on a imaginary point somewhere between the front wheels.

Gives you the possibility to play a economy simulation. http://www.newvegasnexus.com/downloads/file.php?id=42653 Also, is it possible to make multiple NPCs move synchronously towards each other? Let's say, the wheel carts underneath the wagon are two NPCs and the third NPC, the wagon itself, uses these two carts as turning points in XYZ. That would look somewhat realistic, i think.

Okay, and why were they able to survive in Europe and even travel across the ocean, like Tenpenny? Also, the people get hit by radiation in Fallout universe don't automatically die. They turn eventually to ghouls. Maybe Russia is populated by ghouls in Ushankas. And also, subway in Moscow was ever there. It's a friggin vault network system. The subway in St.Petersburg is focked, however - it's built in the swamp ground. And there are vast spaces in tundra/taiga, who have eventually a hut with a old geezer with a rifle there and there, destilling russian liquid Rad-X. I don't think the world outside of postapocalyptic America is completely dead. Maybe a bit mutated and glowing, like everything in Fallout lore. -
So, this is pretty much the description in the title. I always wanted to do something nice to injured in Wasteland, like Mr. Sniffles and the troopers at Forlorn Hope, rather than putting out of their misery. And that's what gave me the idea about Stimpak Gun. I imagine that would be the best solution for healing those NPC not in your party, if you can circumvent the aggroing. Also, you can heal your NPCs quickly in combat this way - with friendly fire. I'd model the weapon, if you're willing to script it, just PM me.

S.T.A.L.K.E.R, Zone Of Darkness novels, Metro2033-34, masses of Ol'Cranberry... That will be glorious. Also, Fallout lacks quite a lot of Russia. Except of diplomat's granddaughter in Vault 13 and moon lander. -
The russian Molten Clouds project is recreating Fallout 2 and progressed quite nicely. Check out their gallery. http://moltenclouds.com/index.php?app=gallery Also i heard that they need more volunteers with decent modeling skill.

Need Ideas for an Air-craft Graveyard
Doc Martiney replied to rjhelms84's topic in Fallout New Vegas's Discussion
Holotapes and notebooks with their diaries in their inventories, too. Would be slightly disturbing having them killed, if they became feral. And/or entrapped under the rubble. The pilots could try to land their machines on that graveyard, after they came home. Would be quite symbolic. Also, a nuclear-powered plane cruising around the place, irradiating with its exhaust the hood, still with dead pilot in the cabin, on autopilot and waiting for a permission to land. -
I'd like to ask for a ability to mine ore and other minerals for purposes of crafting in NV. Since just "harvesting" it from piles of ore would be unrealistic, one might want to harvest them with Melee Weapons like a pickaxe, sledgehammer or multiple sources with Explosives. I'm talking about a passive, respawnable NPC in form of landscape element with ore as dropped loot, optionally with "dying" animation. What do you think about this idea?

I'd really like to see Ian in New Vegas. That guy from Fallout 1 with jeans, long hair, leather jacket and mad SMG skills. http://img828.imageshack.us/img828/2194/ianbyilyab.th.jpg With regards to ilya_b from DeviantArt, nice drawing. And if you add button badges and glowing red eyes, that would be Randy. Oh shi...

To be Desert-Punk'ish, this shotgun needs THAT extra ammo slot and some versatile ammo, like knockback, explosive, flashbang, incediary or EMP... You could make it unique by making its barrel from special alloy. Oh, and maybe a quest to get it from the Rain Spider.

Hello, community. You know, i really liked the quests involved the Medicine skill, like healing Mr.Sniffles crippled leg, giving morphine to Boxcars, healing NCR troopers at Forlorn Hope, etc... I wished, there would be more quests like that, gathering ingredients, using them as aidz. But is there a technical possibility to heal wounded NPCs like in Fallout 1 and 2, for example, via dialogue options, such as "I'm a doctor, let me help you" or administer stimpaks or other drugs directly on the NPC, for karma or XP? I thought, it would be pretty cool, if they would also say a default female/male "okay" or "thank you". I often saw the guys i've taken from the cross or wounded caravaneers limping away, being not able to help them. Would you like to make such a mod?
