Yes, I tested the default Skyrim and everything is working fine. I also tested other games and get 60 fps or over.
I am using Nexus Mod Manager to install my mods.
I use Project ENB (It told me to download version 0.221 or something of EnbSeries even though there is a newer version available)
Is there anyway to get a copy of my mods list WITHOUT having to individually list every single one? What about the load order?

I think I may have actually solved the problem (somewhat).
My monitor was set to 60Hz when it could have been 144Hz.
Now it runs smoothly unless I have my sensitivity all the way up and 360 with the mouse :D
I also disabled the enable controller option in my SkyrimPrefs.ini file.
(it is located in documents, my games, skyrim, then SkyrimPrefs.ini)
Did I actually do something to solve the problem? lol

Hey guys, so something really frustrating has occurred lately and I honestly don't know hat is causing this problem.
For some reason when I turn to fast or sharply my game stutters, lags, and the fps drops down to an unplayable 1-5.
This us super aggravating because I have read so much crap to try and fix this yet it still does not work. Here's my specs.
GPU: GeForce GTX 770
CPU: Intel® Core i7-4790k CPU @ 4.00GHz
Memory: 16:00 GB RAM (15.85 GB usable)
Current Resolution: 1920 x 1080, 60Hz
Driver version 344.75
Operating System: Microsoft Windows 7 Professional
I got all this information from the GeForce Experience My Rig tab, made by Nvidia, and also want to mention that I have;
- All my latest drivers installed
- Do not have any options enabled for TESV in the Nvidia Control Panel
- Am heavily modded graphically and otherwise but I doubt it's the problem
Here is also a list of my Adapter Information.

DAC Type: Integrated RAMDAC
Adapter String: GeForce GTX 770
Bios Information: Version 80.4.eb.0.70
and,
Total Available Graphics Memory: 4096 MB

(That System Video Memory seems fishy...)

Fixed once again, I found a video on it and downloaded a file called True Stutter fix.
I then changed my monitors refresh rate from 144Hz to 60Hz, which I am kind of disappointing with but oh well.
Thanks gamefever for telling me that 144Hz monitors are not allowed, would never have fixed my Skyrim without you!
