I found the solution. If you have this issue, don't use the MCM. Use the Frostfall item in your spellbooks (I think thats where it was). That got it started.

I'm having an issue trying to start frostfall. In the MCM menu it's telling me that Frostfall 'Cant start while bound or controls disabled.' I've recreated the mod using the instructions to create the new esp and it still isn't working. I've run it through other playthroughs with success, but this time it's just not working. I also tried moving the esp to the bottom of my load order. Can anybody help me figure it out?
