Keep getting odd prompt when i start the game

I found out that it was a player home I DL. its Sjel Blad Castle. just odd and didn't like how the prompts kept popping up like that -
When i load into the world, save or new, i keep getting this prompt saying for the lack of updates and then asks what system i'm running it on PC, Xbox, or PS4. then says perks and rewards have been activated. anyone know what mod is doing this?

I could have sworn that i had downloaded Enhanced Character edit RaceMenu for SE before. did they get taken off?

I Just installed NMM and Fallout4 on my new machine and now NMM says there is no .ini file. never had this issue before. what am i missing? thanks :)
