Yeah I ended up doing a whole bunch of stuff. But I think i just had multiple skyrim folders and NMM was using a different on than steam was. So yeah Thanks, I was able to get it working in the end.

So i just downloaded skyrim SE and am trying add some mods. I followed all the instructions for NMM and stuff, downloaded 3 mods and installed them, they are in the plugins list. But the never dont actually work in game. I also installed LOOT and there are no mods showing up on their. IDK the only only thing I have to do different from all the guides is run NMM as a administrator b/c steam wont let me create a new library folder. Yeah im kinda stuck here.
