You're wrong about weather particle collision not being possible.

IDK about oblvion or FO3, but the morrowind mod: Morrowind Code Patch (http://www.tesnexus.com/downloads/file.php?id=19510) added in functionality to have rain and snow particles collide. you could possibly contact the author of that mod and see if it carries over in some way.
