I'm no mod creator and wouldn't even know where to start. Does anyone know if it would be possible to mod in some kind of kelp and/or coral brush for lagoons?

I don't think it's completely intentional. Sometimes it'll completely remove the entire bounty, sometimes it'll remove most of it and then others it won't remove any of it.

When you attack a ship and board you get a bounty and even if you kill all the survivors that bounty often doesn't go away. Can anyone skilled with modding do something about this?

So today is my first ever experience of PC gaming and I want to play Oblivion with mods. I downloaded the game on steam and got it to run easily enough but the problem I'm having is that everything I read seems to assume that a beginner knows how to access files and install certain things into certain places and I don't have the faintest idea what any of it actually means or how to even begin locating those files and the places they need to be installed. So in the most straightforward way possible as though speaking to someone with literally zero experience with PCs can somebody explain to me what I have to do to install mods?
