i had this problem too, and the cause in my case was changing the weight of one of my followers. it may have corrupted my save, not sure, but i reloaded a save from before i changed the weight. this problem hasn't occurred since

I was lucky i guess. just needed the def_ui patch. didn't need to delete ini's, texture mods work fine, map zoom works fine. all mods so far as i can see work fine. yay
