I think its because hammers are not really a Nordic weapon they tend to use Swords and axes and there's no ancient nordic hammers wileded by the Draugr so yeah. I always use a warhammer when i play a two handed character tho and always wanted a skyforged one, there is a mod for it too here is the link. https://www.nexusmods.com/skyrim/mods/33481?tab=posts
