seen that in the geck placing female npcs while using dimons type 3 replacer (at least, i think im using dimons). so it could be related to the body replacer

try placing falloutnv at the top of your load order and see if that fixes it. if it doesnt, then i have no idea

using all four preorder packs? that causes a lot of issues

you need some form of ArchiveInvalidation. you can get it through Fallout Mod Manager (FOMM), through an external invalidator (theres a couple on the nexus), or by modifying your fallout.ini
or the texture files werent installed properly

usually if you get that message, it crashed.
we need a little more information than "it crashed, please help". what were you doing when it crashed? is it a random occurence, or does it happen doing a specific thing? your drivers up to date? are you patched up to 1.7? are you running any mods? and if so, post your load order, and we might be able to help.

In terms of processing power, I'd usually find that the number of cores is irrelevant as the engine can't utilise more than 2 cores. I've checked on my quad core system and the max I've seen is about 2, even with multi-threading enabled for the game. High CPU speed would be more advantageous as faster speed = faster loading and better performance overall.
number of cores == number of threads
like sora said, the gamebryo engine can only use 2 cores max, so go for processor speed over number of cores/threads

4gb ram will be more than enough to handle new vegas, as long as you dont utilize onboard video on your motherboard. a graphics card with at least 512mb onboard ram should do just fine.

dont use the quicksave feature. its as bug ridden as it was in fallout 3. instead, i recommend you use some form of a save manager, such as CASM by Cipscis

press the tilde (~) key and type resetquest 00151403. should take the note from your inventory and reset boones dialogue for his quest

no problem. just make sure you download the system tools from nvidias website. itll allow you to tweak the graphics settings of the 250

the GTS 250 will definitely be more than enough. i ran the 250 for 3+ years, and its been said to out-perform the newer gtx line of cards with the same amount amd type of dedicated memory.
speaking of memory, i would focus on upping your memory to 4gb at least. the extra memory allow for a smoother gameplay

are they big red ! or purple-ish? the ! are missing meshes, while purple-ish skin is missing textures. if its just missing textures, try removing and then reapplying archive invalidation

get the latest version of FOMM. it has support for BOTH Fallout 3 and Fallout: New Vegas, allowing you to manage load orders for both games.
As for the mods, like bben said, installing mods for NV is the same as fallout 3, except Fallout 3 mods will not work with Fallout: New Vegas, and etc. the only exception are texture replacers and/or mesh replacers (ie NMCs texture pack). also, be sure to get NVSE and toggle archive invalidation, either through FOMM or an outside invalidator
since you stated you have used FOMM in the past, then you should be familiar with its ability to install .fomods.
