in the console, did you physically type unlock terminal/terminal 1?
if so, that wont work. try bringing up the console, click on the terminal (the baseid and name should appear top center), and type unlock. then press enter. the terminal should then be unlocked for you

how many mods are you using?
looks like youve exceeded the max number of mods you can run.
try disabling some until the issue goes away. then bring the disabled ones back onr at a time until tje problem returns. then you will know your max mod count

project nevada has a feature where backpedaling slows you down when youre moving backwards. appears that it also affects you when youre moving forward as well. try disabling this feature and see if it fixes it for you

toolfan9284:
dont use quicksave, its highly bugged. either keep doing a hard save or use an autosave manager such as CASM, and when you deleted the .tmp, did you delete the .fos and .fos.bak associated with it as well?
-
you can always use coc nvdlc03thesink

not sure if the engine is capable of handling SLI/crossfire setups
-
if/when you do a clean install, make a back up of the install directory and turn it into an archive, so you wont have to spend countless hours installing the game and dlcs from disc/d2d/steam

no problem guys. just noticed i botched the file path typing it in. please see my op for the corrected file path

crash on save? go to mydocuments/mygames/fallout3/saves and see if theres any .tmp files. if so, then those saves are corrupted. delete all files associated with the .tmp (save.fos, save.fos.bak, save.tmp)
run fo3edit masterupdate mode to prevent ctd on saves.
you can also try killing yourself in game and forcing it to reload the save. many people have said that way has fixed the issue.
i also recommend using some form of autosave manager

Exterior Cells not loading.

wouldnt call it a bug. happens to everyone AFAIK
the engine usually takes longer to load the ground textures when that happens. just keep on going and the textures will pop in
