Can confirm that this is affecting me as well. Downloads hover at 250-310 kb/s. Does not reach the cap whatsoever, at any time during the day whether that be 3 am or 5pm, these speeds are consistent throughout the day. I wish I knew what would help, but alas I do not. I've been suffering from this problem however for months and it has yet to get better.
