I can't detect a mod that would add that particular Draugr tho I don't know all of these mods. When exploring Nordic Ruins, do you fight Draugrs with red eyes from time to time? (that'd mean that something is adding them, afaik they're not in vanilla Skyrim) Also you might wanna try this mod: http://skyrim.nexusmods.com/mods/10431 - This fixed pretty much anything FX-related for me up until now. (except those red eyes I had, but those came from Immersive Creatures)

@ xcellr8: Do you happen happen to run a lot of mods? (maybe one of them adds that spectral glow) I've had these kinds of glow appear when a spectral (ghost) Enemy was nearby. (e.g. when "The Headless Rider" appears) I used to run a Mod that expanded Winterhold and seemingly added Spectral Enemies to it, which caused that effect to appear the whole time I was in Winterhold or the College. This effect still occures to me when fightning Ghosts, however, when I kill them the effect usually disappears. @Pow_R_Toc_H: Do you use the Immersive Creatures mod? I recall this mod added Draugrs with Red Glowing Eyes. I had this effect as well. What worked for me was type "help abilities 4" and then I tried to add and remove every effect that was named "Draugr Abilities" greetings
