Hi,
I looked at your "Skyrim.ini"....you are missing the line to enable texture replacers to work.
bInvalidateOlderFiles=1
Add the above line under the [Archive] heading in the Skyrim.ini.
IF you are using MO to launch the game ..edit the Skyrim.ini in the current "Profile" you are using.
Nope, that didnt work, with a couple of reinstalls and still nothing

I am having this issue as well. Not using NMM, and just purchased the legendary edition today. I have never modded (or even played) an Elder Scrolls game, so I really don't know what I'm doing.
Well at least I know I'm not alone

try to use the Manual method for install the mod
just like i said in the thread, i already did, its not for one mod, its for all texture mods

Alright, after trying some more, i relized the loading screens are much longer than vanilla, but vanilla textures are still there. Just put this out there as it might mean something

I have tried many ways to get textures to work. I have used Texture Pack Combiner (ALL TEXTURES MOD). I have tried MO, NMM, and directly installing. I have tried many many graphics enhancing mods but none worked. What happens is I launch the game but the textures look exactly the same. SkyUI and ENB work though. What is also odd is the same thing happened when i was modding GTA 4 a while back, ENB and UI tweaks worked, but not texture settings. I really need help as I want my Skyrim to look gorgeous which was one of the only reasons I bought it from steam sale. I even tried a clean install of the game but the textures are still vanilla after installing many mods.

Skyrim Textures Not Being Read Correctly

Mod list and load order
What I tried:
Using MO (always do)
Using NMM
Just copying to root of skyrim
Reinstalling skyrim (Did this 4 times)
Deleting skyrim.INI
Deleting the whole skyrim folder in my games
Using my friends skyrim directory which had mods working
Verifying game integrity
Running LOOT
Disabling all other mods
Installing each mod by its own (I was using mod combiner)
Using wrye bash (this was hard)
Mods that work:
SkyUI
Vividan ENB (my current)
SKSE
Immersive Armours
That's it ;(

After some research, I found out it has something to do with mipmap files, and a lot of AMD users fxing it by changing the level in their drover config. I use NVIDIA and there doesn't seem to be the option in the control panel. If someone could tell me where this is I'd apreaciate it, as my friends game is beautiful and he doesn't even use many mods.
This happened in other games (as mentioned above) and I'm almost 100% sure its with the mip mapping.

(Side Note): I can notice a difference in load times when the texture mods are on.
