"Place Anywhere" was one of the most important mods for my FO4 experience as well, because I truly love the aspect of building my space in these games. I check Nexus every day looking for someone who has created a mod that can do this, but I have yet to find one.
That being said, I don't mind a bit of tedious placement work if it means that my clutter-type objects (dishes, notebooks, pens, etc.) will stay where I place them. However, even with the build option, I find that a lot of the clutter will sink slightly into the surface I've placed it on upon returning to the cell sometime later. Do any of the settings you listed above for the .ini file fix that problem?
