Moder answer: "You have no idea how complicated what you're asking for it. No. It's not going to happen. The mods I have change one single instruction here and there. What you want involves a huge mess of patches including entirely new code to track what's being removed and added elsewhere. There's an astronomical amount of reverse engineering and work needed for that." sadness...

When you delete a part, it appears in the selection menu and it can be put back, regardless of status and rank. When changing the ship, the part disappears. It is enough to make sure that the part remains when changing the ship, at least within the framework of this dialogue with the technician. That will be enough.
