Sounds like a broken file to me. It could be a missing Trigger, Dialoge line, or Stage set. If you downloaded it via Steam, you can try to check for broken files in the properties when right-clicking skyrim in Steam. But gladly use it when Mods are disabled. If that doesnt help maybe the mods arent working "CORRECTLY", meaning that is an bug to be fixed with said mods. Try to install manualy (if possible), or changing from NMM to "Mod Organizer", i use it and I heard and think that it is indeed better than NMM. Once you changed to MO you may wanna check load order-> rearrange via LOOT programm (click on sort on top of patches list).

Never happened to me, but felt like helping. But it could be a missing data from a mod. Just a theory: since it keeps coming back, maybe refillable potions mod? But is it really so annoying? It has no weight or isnt damaging when you use it, right? People are complaining that you have to carry the Elder scrolls from the Dawnguard DLC, even when they have no weight, since they are quest items and you cant get rid of them.
