any idea how to fix it ? i followed the VNV instructions to the letter

i used the load order made by the VNV team, just dragged and dropped the text file from this page. im not using VNV extended but i get an issue with navmesh overhaul saying i have the wrong loadorder and the aformentioned npc clumping.

extremely new to new vegas. after suffering from a bug that made my game get stuck in loading from the main menu, i looked around and saw from a post here that VNV is one of the best bug free experiences of the game without changing the core gameplay so i downloaded it . problem is, ever since i did, there's been a bug where NPCs in a new area, be it hostile or interactable, all clump up on load and walk together and i dont know what to do about it. any help ?
