I was able to resolve the issue. Go to steam, go to properties for skyrim, installed files, verify integrity of game files. go back to vortex and set to manage skyrim se and it should work it did for me.

Im having same issue with skyrim se. so im glad to see its not just me. i have contacted support but they have not replied yet
