Hello first time posting,
From what I understand Laser Commander outperforms Plasma Spaz quite heavily & the only mods I find for Plasma Spaz just turn the perk into another laser commander.
I think a ideal way to rework Plasma Spaz would be to just give it a 20% attack speed bonus in addition to the V.A.T.S reduction.
Maybe even add the ability to craft plasma grenades & mines if you have Mad Bomber.
