I figured it out. I copied my custom ini to the main starfield directory and now the game will oad loose files.

I am making custom suit textures and everything looks wonderful in the CK, however, when I load into the game the textures are an off-black color with the only texture being normal being the vanilla decal texture. I have tried numerous compression formats having started with BC7 and it does not fix the issue.
