What would be the issue for a slow install time? Cause I don't understand why my install is so slow

Does anybody know how to disable efficiency mode in the task manager? I select it however the option to turn off the mode is greyed out and I physically can't turn it off, I have a feeling it's throttling my install time and is over all making the Vortex app unusable at times. My install time is ridiculously slow, I downloaded an entire collection and by the time it had finished downloading, the install had only reached 10%
