is it possible to integrate the rdr1 bounty system into rdr2? especially the bounty limit so it won't cap at 1500 dollars per state

Could anyone make a bounty system like rdr1, where you could earn infinite amounts of bounty and at the end you get a screen where your crimes are listed?
