Check Graphics Settings: Ensure your 4060 is being recognized by the game. You might need to manually set it in your GPU control panel (NVIDIA Control Panel) and make sure Skyrim is using the correct GPU. Disable Steam Overlay: The Steam overlay can sometimes interfere with older games. Try disabling it in Steam settings.
