REQUEST ANSWERD!!!! Search for "BuffBoys - Max strength monsters spawns" by "sssbmm". It set all monsters to their max strength but does require you to be MHR90 to work consistently, for whatever reason. It also has an optional file to only spawn tempered monsters. Praise be.
