I suspect it's something in that Windows update, because I've been having much the same issue. What exactly was updated for you? For me, I restarted my PC yesterday and Windows installed Cumulative Update for Windows 11 23H2 KB5055528, and Cumulative Update for .NET Framework 3.5 and 4.8.1 KB5054980. I've changed nothing in the game, and not touched my mod tools in months.
