So this is what I had to do.  Open notepad click file - save as - mods.json.original and save it to the vortex folder it was pointing at.  It hasn't done anything with the file, it apparently just needed it there for a safety blanket or that one teddy bear your kids cling to when they are young so to speak.  other than that i see no reason for the file?
