[How to set an NPC to own a cell in CS?]

So I have this old mage guy who owns a dwemer emporium that I built, but players can just steal the valuable items inside Scott-free. I looked at the initial cell creation menu and I didn't see any option to set the owner, but maybe I was missing something. Can anyone help?

I love the telepathy and mind control abilities in Illusion, and they're really fun to use, but I have a suggestion. Using FNIS, could you possibly make an animation where the PC touches their left temple with two fingers, (like X-men) and outstretches their right arm? That would be awesome!
