Instead of making a Werewolf Race just make a Anubian Race.
That could also work. Maybe they could come from Elsweyr like the Khajit? That would also make it seem like they're a separate race altogether, not one of the other races suffering from a disease (which I think is great). But I feel like they should distinctly originate from Skyrim, which might be more lore-friendly than werewolves running around dressed like pharaohs. Just my thoughts.

This is a great idea! It would be pretty straight-forward process, but would require some skill in editing the vanilla 3d models, and anchoring them to the appropriate werewolf body parts. It would be just like converting a normal piece of armor to fit on one of the beast races.
Buuuuuut, if you wanted to do a really good job, why stop there? You could create a whole new race with diverse skins, features, scars, etc. like all the other races. Or in keeping with the lore of becoming a werewolf, translate your character's scars, warpaint, weight, etc over to your werewolf form, eliminating the need to configure a separate appearance from your lunar form. You could just make Orc, Nord, and other race-specific werewolf skins, but you would be sacrificing the characteristics that set your character apart from the rest of Skyrim's residents simply for the sake of ease. After that, it's up to any still-interested modders to decide how the transformation would work.
I don't really know anything about scripting, so I have no idea how hard it would be to make a character's armor transform with them. But in my years of using various Nexus mods, I've seen scripters come up with some pretty astounding things (like Flyable Vertibirds in Fallout, or the very tidy and functional scripting that the Project Nevada team implemented). This would be key to eliminating the need for separate armors for the werewolf and humanoid forms, and the ridiculous necessity to carry two sets of armor (also, this would avoid simply having a generic "armored werewolf" appearance that everyone would have). Also, a modder could make the transformation process adjustable, or even permanent! Transform only under full moons, every night, or at will? Whatever floats your boat. Forsake your human form forever? Anything is possible with effort and a capable team of modders.
After that, it's not a stretch to implement werewolves as productive members of society, alongside the others as just another beast race, or even give them their own city to live in. But everything is dependent on remodeling the vanilla armors! A basic timeline established (1:armor remodeling, 2:revamped transformation process, 3:integration into the game, and sprinkled throughout with much spit and polish), all that is needed to begin is a dedicated crew of modders.
(!!! The biggest problem with most mods that go unmade is a lack of exposure! Someone should paste this to r/skyrim on reddit or something, but what do I know... ;) !!!)

Seems like the only thing you'd need to do is write a list of all the combinations possible, then get truckin and make all the meshes and textures for each combo. Or just cleverly mash together vanilla weapons to avoid doing some from scratch.

Semi-automatic rifles, whether kitted out to be sniper rifles or not, have moving parts; an unavoidable fact. The trade-off for the auto-reload effect is the instability caused by the chambering of the next round in the mag.
Another reason, especially for Marine Force Recon, Navy SEAL and Green Beret snipers to prefer bolt action rifles is the fact that a brass round isn't ejected involuntarily in a wide arc from the breach. Nothing to ruin the perfect hide like the sun glinting off of a shell casing.

My Conundrum
I always wondered where the USMC went after the 2077 nuclear event.
Using our modern-day Marine Corps as a basis for contemplation, I feel that of any branch in the military to survive the nuclear hellfire it would be them. That's not just biased enthusiasm because they're the toughest mofo's out there, but because they're split up around the world; one FMF (Fleet Marine Force) in the Pacific and one in the Atlantic/Mediterranean. That's not even counting the bases here in America, and quite frankly if the Army can survive then so can the USMC.
On that note, one could assume that the surviving Marines in America may have merged with either of the two remaining military factions: The Enclave (nobody knows helicopters/vertibirds like the Marines) and the Brotherhood of Steel (a few references here and there, like Gunny [a USMC-only rank] in the Citadel back in Fallout 3)
After further thought I came to the conclusion that there must be a fleet of Marines roaming the post-apocalyptic seas of the Fallout Universe, or at the least an acceptable chance that they survived as a unit outside of the BoS or Enclave.
Ideas of mine include...
1. possibly go by a new name (I came up with simply "The Few", as I doubt they'd have the same name after 200 years)
2. they are a mobile force (some kind of flotilla in the Pacific, or even a massive airship kinda like this one: http://fallout3nexus.com/downloads/file.php?id=8974)
3. they are masters of marksmanship, vertical envelopment (assaults via helicopters/vertibirds), may OR may not have access to power armor
4. have very high standards of fitness (more buff than your average Fallout survivor)
5. USMC doctrine is already deemed near-fanatical and highly dogmatic; after 200 years of hard survival in the atomic wastes it very well may transcend dogma and become a full-blown religion
If anyone else sympathizes and thinks the USMC got jipped out of their future then feel free to come up with more ideas. And if you feel like making them into a faction then go right ahead. You've got my endorsement waiting if you can pull it off

I hope they come out with another Point Lookout-style DLC. By this I mean:
1. I want to be able to go back and forth
2. A lot of new gear (you could count DM's new content on your fingers)
3. A sufficiently large world-space (can't see from one side to the other); you could actually get lost in PL's bogs and swamps
4. New Recipes (DM got that part right)
5. And finally...playtime! I finished DM in one sitting, a little longer woulda been nice
Call me picky, but I don't want Bethesda... ahem Obsidian, sorry, to waste my time with piss-poor DLC

If you mean the Playable Werewolf Project, I would agree that it's a really good start. It would be exactly what we're talking about, if someone could edit all the armor meshes to fit the werewolf body. And if you could somehow incorporate transformations in there, it would be pretty much perfect.
