Toxicette

I earlier got the game to work, but with allot of Dcing. I decided to wipe my hard drives. I reinstalled the game and i got that error. I googled and all solutions pointed to Games for Windows Live disabler. I tried to use this but i then got a "Fallout3.ini is missing" and it sais that i haven't played the game yet. I find this rather frustrating as i WOULD play the game if it would FIND xlive.dll. Solution?
