can somebody make a mod that allow multiple uses of those single use skills like domination, and the grimlin heal all/ aoe dmg/ stuff? XD 99 uses!!

is there a way to edit how many times you can use mind control? of psi ops? more than 1 time per mission? also action point usage?

what would be the difference with the timer mod on workshop?

I am not sure if its a mod or the vannila game there are NPC called hunter wandering around killing animals but for some reason i cant kill them and they are extremly strong they kill me in 3-4 hits not the cannibal hunter thou its the regula hunter that collects meat anybody know what mod makes the hunter unkillable? i think it might be MMM or MTC wasteland travellers? they rape almost every monster when i try to talk to them they say "i am not in the mood right now" or sometimes they sell me stuff they just killed i was following 1 they kill every animal on sigh and loot them but when i try to kill them i cant. is this some mod doing? i have to many mods so i am not sure whats causing it..
