GECK is available from Bethesda's website. At the moment, the version number is too low to open the New Vegas ESM so no modding until an update is released. EDIT: The New Vegas GECK is now available here: http://fallout.bethsoft.com/eng/downloads/geck.html

Steam shoves all the game files way back. C:\Program Files (x86)\Steam\steamapps\common\fallout new vegas That's where they should be by default on Windows 7.
