Fixed it. Finally. It's JK's Skyrim Redone.

I saw an old post for this but its ages old and no solution. My problem is I get EXTREME lag when in any city or town, but only looking towards it. If I'm in the town and I look away from it the fps goes back to normal, but as soon as I look anywhere in the town my fps just goes crazy. I have yet to visit a town that this DOESN'T happen in. Riverwood, Whiterun, Ivastead, Riften, any town I go to. I have a... 4th Generation Intel Core i7-4720HQ Processor (2.60GHz 1600MHz 6MB) GeForce GTX 860M 2GB VRAM 8.0GB PC3-12800 DDR3L SDRAM 1600 MHz It's a laptop and I can run Realvision or Elderblood ENB and around 250 mods without a problem. Should have 0 problems with towns. I have switched ENB off in these areas and the fps drop remains, which is weird because id think it was a graphics issue. I have tried uninstalling all my town mods but still the problem persists. Also important to note that it doesnt matter if it's a town you enter and load, or just one you can seamlessly walk through. The lag is especially in Riverwood. No CTD's though. I can give my mod list if its needed but its absolutely insane and I doubt anyone is gonna be able to go through it, though I had this problem even back when I had a more sane amount of them. Sorry if I missed out anything. I read the guide to asking for help 2 minutes ago but still may have forgotten something. Any help appreciated!

2015 now and still this problem happens. Frustrating as hell as I can find no fixes what so ever
