Well it may be cheating but if you really can't get it to work, I would open it up in the construction set and remove the script from it.
Then try to open it.

So, I've been away from cyrodil for about a year, and about to reinstall for another 1000 hours or so. Question is, how's the mod scene looking now, and what's on the "must have" list. FCOM I'm assuming is still top of the list, along with utility mods like keyring, and OSR. But other than that, what's changed in the grand scheme of things, and what's new to the scene?
Oh, I didn't know we were doing advertisements in sigs now...

On FO3Nexus you can search for mods using the "Search" button near the top.
Then choose the mod you want to download.
Click "Files"
Choose the file you want to download
You can search this website too by using the search under your username (top-right) for topics made by other people asking the same question.
Search "How to download mods" or "how do I download mods"
EDIT: @fizzlerr that reply was a bit lacking but I suppose it would do :P

Also I think one of the reasons this project is making little-to-no progress is because it has only one person working on it.

Anyone here who has played Just Cause 2 can tell you it's possible to have an enormous (significantly larger than a real life city) worldspace that has no load zones, borders or awful mushy LOD distant land. And surprisingly, still have very nice graphics and frame rate.

Yeah and I hope with the new engine they removed that annoying occasional "Loading Area..." message, it was even on the consoles... Takes the immersion right from it.
One thing that annoyed me about Oblivion was that once you had explored a few Ruins and Dungeons you could pretty much guess what the next one would be like. So as long as there is more diversity I will be happy, though a large worldspace to explore would be nice too. ^^

Doubtful since they'll probably want it to be able to run on PS3 and Xbox without issues. Hardware standards have pretty much been at a standstill for the last 2 years or so, partially because of the influence of consoles in the gaming market (where previously games were made to challenge what hardware was available rather than try to meet it), and partially because of the recession.
I never thought about that, it's interesting.
I always thought the PS3 and Xbox 360 could handle anything... Guess I was just being stupid.
So judging by this, graphics in Skyrim won't meet many peoples' expectations. A bit of a let-down...

The OSR could come in handy and I never bothered to install the UOP.
Also most of the utilities you posted will probably be useless to me as I don't make complicated mods, sorry. The last site you posted was good though.

Seeing the comments on this, I think I've been steered away from getting a new PC.
After all, if I'm on a budget, I should be spending my money on better things anyway and if the only thing I would be using it for is gaming then I'm sure there are many things that are more worth my time that I could buy.

Hold on, to all those saying his specs won't play Oblivion, I'm sure it will play Oblivion great.
After all I get mainly 30-35 FPS in cities and 16 FPS in mountains.
My specs are only 1GB RAM ATI Radeon HD 3200 video card so I'm sure his will play just fine...

I honestly have no idea why someone would not build their own. You'll not only save money building, but you'll be able to upgrade in the future saving even more.
Most manufacturers are horrible as well, alienware was OK until dell bought them out.
And I've already explained, I would probably mess it up and it would be all the money I've spent on the parts down the drain. :(
I really want to build one but I am just too cautious.

To make an NPC sit, you will need to make a custom AI package specific to that NPC or group of NPCs all doing the same thing at the same time in the same place.
I suggest that you take AI package ArcaneUClass09x3Bench1 and copy it and mold it into what you want. Change the times, remove "Skip Fallout Behavior" if you want the NPC to chat with people, and set location to near the reference you want them to sit by.
I can't get that to work.. :(

I'm having trouble creating a quest mod.
I want my NPC to sit at a certain time of the day but I don't know how. It would be nice if someone explained.
Also I need a tutorial on creating custom dialogue - by that I mean using Audacity and recording my voice then syncing it with my NPC etc.

I got them to work! :)
Reinstalled it (for the 3rd time) into the default folder.
Turned off User Account Control - I know it's not safe but it will have to do.
I installed the latest Oblivion patch - This could be what fixed it.
Then I right clicked the Construction Set inside the Oblivion folder and clicked Properties, clicked the Compatibility tab, clicked "Run this program as an Administrator". - This could also be what fixed it.
I posted this here for future reference, just in case anybody ever needs to use this method. :D

I don't see this as a bad thing.. It only took me about a week to learn the Gamebryo's CS.
Every time I used it I felt limited, there was just not enough things I could to with the Construction Set.
Hopefully this would change that and I'm sure Bethesda has thought hard about this.

I think specs are OK but Oblivion is still quite laggy.
My specs are:
1GB RAM (yeah, not too great)
AMD Sempron SI-42 2.10 GHz
ATI Radeon HD 3200 Graphics
380MB video RAM
What do I need to do to make it run smoother?

I don't think I'm going to be building my own... I know it's cheaper and definitely better for someone on a budget but for me there are just too many things that could go wrong.
I prefer to have it built right. :)

Yes I know Skyrim isn't out yet but I'm thinking ahead. I want to be able to play and mod Skyrim when it comes out and also play Oblivion to its max potential.
I am looking for 40-60 FPS on average.
Which system do you recommend could do this (on a budget - less than £700).
EDIT: Also if you don't mind could you please post here if you have a good frame-rate with little to no stuttering. Please post your specs so I know what to look for. :)

There is no compatible skeleton, what with Rayquaza's curly body.
Though I must admit this would be awesome ^^
