As Eiries has mentioned, he will be found in the Grand Council Chambers. It's accessed by a cross-over on the North wall. Enter and head to the second floor of the South wing. He's the Dunmer in Ebony (He doesn't wander). If you have looked there and still nothing there are some console codes to help this along.

does anyone know how to get journal to update in puzzle canal after speaking to dremora kratzz and reading inscription

 

 

It's a very obtuse, counterintuitive riddle. You need to

jump into the water and allow yourself to run out of air. Just before you drown, you'll be rescued and can proceed.

 

 

I think dunmer47 is past that part.

 

 

 

You gave Krazzt a plain silver longsword correct? If you did and it still does nothing you can try this in the console:
