I have no idea how it happened, the load order was fine until I turned it off. No mods or anything affected the load order. Now the .esm and .esp are scattered together. Like skyrim.esm and the update.esm are in random places.

I need help, I need someone to make a mod to fix the bug with the imperial side of the civil war questline, either a activation statue or force dialogue mod for Legate Rikke. I'm begging someone to make a fix for it, can't "report for duty no matter what. I am only asking for help here because bethesda can't fix their own game. This is for the 2011 skyrim and the skyrim special edition.
