But.. GTA 5 isn't that big is it? Most of it is the large mountain area with nothing in it anyway.

Start a new playthrough, make a save in front of every opponent. Seriously though, if it's all you like about that game go play hearthstone, it's free.

You needed to turn off your AA in the gpu control center. -
You can do it in vanilla with the rolling perk, quickly sneak and sprint to the side, voila roll dodge.

Would be great if the generic npc's were at least semi-unique like in witcher 3 and skyrim (though skyrim seriously lacked in population and city size).

You probably recalled incorrectly because all that disable does is stop the game from rendering the selected object or actor. Any scripts tied to the object or actor will remain running and the values of the object and actor will remain exactly the same untill you reenable them. No the closest thing to resetting an npc would be the resetai and ressurect commands, but even those won't do the trick. -

Disable enable is not going to do the trick lol. -
I'm assuming you mean skyre, perma and requiem? Perma would be your safest bet, there are more and better (more up to date) compatibility patches for that one.
