  1. No clue. Things that could help people help you: Which version of Windows you are running? (if Win10, which release e.g. 1803, 1809, 1903, or 1909) Is it an 32 or 64-bit installation? (The majority of newer systems are 64-bit)Which version of Oblivion? - Steam, GOG, retail DVD, and which version - should be v1.2.0.416 when fully patched in all cases now I believe, but retail / media installs may need patches from BethesdaWhich mod exactly you are trying to install? e.g. Unofficial Oblivion Patch is probably the best place to start along with Unofficial Oblivion DLC Patches if you have the DLC installed (include or available with the Game of the Year, GOTY editions) and Unofficial Shivering Isles Patch if you have Shivering Isles installed / included.Which mod manager, if any, you are trying to install with? Mods for Oblivion are distributed in multiple packaging formats (OMOD, BAIN) including loose files in generic compressed archives (i.e. zip 7z).Do you have any dependency of the mod installed? The most common being OBSE (Oblivion Script Extender), but others exist depending on the mod.Some tools will require you to run Oblivion once before modifying / installing anything else in order to create the initial user ini (configuration) files and registry entries. Optionally BethINI may be useful for cleaning / tweaking Oblivion's ini files, but I'm not sure of how well tested it is with Oblivion.
  2. I suspect there will not be any publically supported as Bethesda has been pretty clear about only supporting 3rd-party modifications via AddOn API. This has to do with the online cheating aspect of course. SweetFX is suppose to be allowed, but I don't know if other 3rd-party graphic (post) processors (e.g. ENB, SMAA injector) will be allowed. I haven't done any exploring with a hex editor, but I suspect they may be obfuscated or encrypted. I don't know what the norm is with MMOs. Sorry for the lack of actual insight.
