I have seen people use the mods together. How does dusts alternate start work. Is it just the safe house you wake up in?

First off, I am new to modding. I wanted to try Dust for FNV but also wanted to use the role players Alternative start mod. I put Dust at the bottom of the load order except Alt start right under it. The problem is the game will load but will be stuck when you are just staring at the ceiling before you get out of bed, the screen will continue to wave and the music will play but nothing else will happen.
